No, it's NOT Victory Formation, nor a Fair Catch on a punt in the NFL.
It's the Touchback on kickoffs. I get the idea that it's all about "player safety" but it is otherwise useless. I would like to see a rule change that enforces kickoffs to land in the field of play, or the receiving team gets the ball at mid-field. I wager that it takes more skill to bounce the ball in for a Touchback, rather than simply bashing it as hard as you can. If it happens twice in the same game, the kicker is disqualified; similar to a Personal Foul. Harsh, I know, but there has to be a greater incentive other than mere field position.

Not sure what you mean here. The NFL doesn't want kickoff returns. They just don't want to completely alter the game. Onside kicks are basically gone.

There have been a few this year, and in prime-time too.
To me, it's been altered enough to make the kicking game irrevelant, other than FGs and PATs. They might as well go to MLB rules for an Intentional Walk or the CFL rules post-FG and simply take the ball at the 25 instead of taking the chance of players pulling a hamstring or the kicker over-extending himself. IIRC, up here you have the option of either recieving a kickoff, or taking the ball at the 35 after a FG/Rouge/Safety Maybe it's time for the NFL to adopt that for all scoring plays, or give the scoring team the option to kick or just hand the ball over - just to keep the Onside Kick or Squib-kick option in play.
Right now, I can take a 5-minute bathroom break after a TD in an NFL broadcast. Commercials after the PAT, a useless kickoff play, then more commercials, replays, and finally the game starts again (okay, I'm exaggerating, but you get the point). I have noticed that afternoon games are starting up to a half-hour later than in previous seasons, mainnly due to the length of games. Taks out the kickoff, and that's quite a few minutes saved right there.
This is my long-winded way of saying that if there's never going to be a kick return, then why bother going through with kickoffs in the first place...
